Hello,

I am Frederic "Scott" Churchman ISA Houston PAST President 2019 2020

Personal Bio:

I was born and raised in Baton Rouge Louisiana attended Louisiana State University Agriculture and Mechanical College graduating in 1996 with a BS Electrical Engineering with Computer Science Minor.

After graduating LSU and accepting my first engineering job at NASA Mission Control, my spouse Claire Churchman and I moved to Houston Texas.

In Houston, I worked as a Network Engineer, Software Developer, and Cybersecurity Engineer.

In 2000, Claire AND I welcomed our son Bradley to the family and started our roles as parents. My son Bradley Churchman is the Webmaster for ISA Houston’s Website.

With the IT Dot.com bust around 2003, I moved into Industrial Controls and started work offshore and overseas with Bp on offshore production platforms.

Life was good, then the Oil Bust came and I moved into Nuclear Energy as a Cybersecurity Lead Engineer at a VC Summer 2/3 Nuclear Power Plants in Jenkinsville South Carolina.

When the Nuclear Power Plants project ended, I moved back to Houston and started as a Full Time Instructor at Lee College.

My hobbies include:
Volunteering (ISA, United Cajun Navy, Next OP), Fishing, Foodie stuff BBQ Grilling, Electronics (Audio) / Loudspeaker Design.


Professional Bio:

Electrical Computer Engineer and College Instructor with backgrounds in IT/Telecoms, Electrical, Distributed Control systems with Cyber Security oversight and IT/OT integration. Skilled at executing Aerospace, Nuclear and Oil/Gas related projects that span from requirements analysis, creating proposals, organizational capacity building, submitting scope of works, baseline schedules, oversight of manpower, material logistics, planning and creation of installation guidelines with training curriculum, field implementation and inspection. Possess diverse interpersonal skills across all corporate levels, executive to field, training / education office and field hands-on, both foreign and domestic. Direct experience in major project construction execution, field operations and maintenance systems.

Selected Accomplishments (Project work details available on request)

• Lee College Technical Studies Program Coordinator, NCCER Curriculum Proctor, Performance Evaluator, and Craft Instructor that provides theory and hands-on-instruction to various professionals working towards their goal of Instrument / Electrical / Cybersecurity proficiency and certification. Provides mentorship and guidance to young adults pursuing degree plan and nontraditional students to assist their professional development and ability to provide positive impact to society.

• International Society of Automation (ISA) and NCCER evangelist for the Lee College, University of Houston, Houston Community College Lone Star and San Jacinto college system.

• Site Cyber Security Lead for the Virgil C Summer Units 2/3 AP1000 Construction Site.

Daily duties involved direct interaction with the Westinghouse Cyber Security Implementation Technical Governance Lead, providing guidance to Site Cyber Security Program Manager, Site Integration teams and site cyber security personnel. Direct involvement with the development and completion of the site PMMD including procedures, site office development and material sourcing. Project lead over SDA/CDA identification, marking and tracking methods and field implementation. Responsible for investigations of any Site Cyber Security non-conformance acts including, Scoped Digital Asset (SDA) / Critical Digital Asset (CDA) physical or policy breaches, audits and maintaining asset log files for hand over to the Site Owner. Provided technical guidance for the interface coordination between Westinghouse Site Cyber Security, WECTEC and Flour Site Construction organizations. Operating budget of (~$314M) for all aspects Site Cyber Security at VCS 2/3 and shared capacity with Vogtle 3/4.

• Directed and actioned the enhancement of Instrument Automation Controls capacity for DART Energy Services. This comprised of manpower skillset definition, financial compensation planning and marketing of DART Energy Services organizational capacity to land based and offshore end user clientele.

• Single Point of Contact for Atlantis PQ IT and Communications (Topside, FST, Subsea and Subsurface) for Major Project delivery teams and Operations. In this role, acting as an IT/OT interface created and approved project work scopes, allocated funding and directed vendor field support teams for installation and maintenance of the vessels critical communications systems, including Ethernet, Fiber, PAGA, Field Radio, and Ship-to-Shore Fiber Optic Links. My actions and recommendations were noted as saving average ($1.2M over 3 years.)

• Initiated concept, drafted base design, and submitted brief to USCG Regulatory for an Offshore Dropped Object Automated process shutdown system. My design was implemented on the BP Atlantis Oil Production platform (~$1.3M) and is the accepted template for remainder of the BP fleet.

• In R&D capacity utilized industry standard and custom toolsets to test performance and maintain integrity of software packages. In this capacity, I identified algorithm errors that would have caused erroneous output of the core software deliverables worldwide costing up to (~$3M for patching and reputation loses).

• Instrument Controls / Communications Engineer for the BP Nakika PQ. Day-to-Day operations and troubleshooting of the platforms control systems. I corrected Subsea Controls configuration issues resulting in a 200:10 increase in bandwidth. This in part, corrected control system freezes that resulted in ($1-2M yearly losses).

• Designed/Built/Maintained mission critical system (~$2.5M) in current use that allows for the USA, Russian and Japanese governments to securely communicate with and control the International Space Station. Received Tier 1 Highest Services Award.

• Hosted a mutual knowledge sharing session between Lockheed Martin / NASA and Intel Corporation regarding Intel’s wiliness to provide computer systems (High Performance Station / Server Platforms and Linux based Grid Computational System) in support of JSC MCC.
